MA in Clinical Psychology (RCI) course is a 2-year post-graduate course based on clinical experience to acquire the necessary skills in the area of Clinical Psychology. The course intends to prepare the students to function as qualified professional clinical psychologists in the areas of mental health by offering therapeutic and rehabilitative care and working towards promoting the well-being of individuals. Finally, they got a license as a clinical psychologist from the Rehabilitation Council of India (RCI).
UGC NET JRF Exam determine eligibility for college and university-level lecturership and for the award of Junior Research Fellowship (JRF). It is a parameter to test the minimum standards required for the entrants in teaching professions and research, conducted by the National Testing Agency (NTA) since 2018.

Yes, if your Master’s is not an RCI-recognized Clinical Psychology degree (earlier known as MPhil in Clinical Psychology). In that case, you must complete an RCI-approved clinical qualification to be eligible for licensing.
If you have completed MA Clinical Psychology (RCI-recognized), then you do not need another degree. You can directly apply for registration and obtain your license from the Rehabilitation Council of India.
